EXERCISE: NOTICE OF HURRICANE PORT CONDITION YANKEE (Modified)

The Captain of the Port has set Hurricane Port Condition YANKEE (Modified) due to the potential for Hurricane BARBARA to impact the Pennsylvania, New Jersey, and Delaware tri-state area in the near future.

Vessel agents should be aware that vessels’ schedules may be interrupted and the possibility of port entry denial.

The COTP, Delaware Bay has determined that the possibility exists that the Port of Philadelphia and surrounding areas will experience high winds, severe thunderstorms, and increased seas, surf, and tidal surge.

Members of the port community are to take adequate precautions and follow the Port Hurricane Contingency Plan, to include Section 407, and comply with the requirements of Section 1200, “Storm Preparation Checklists for Vessels and Facilities” and adhere to the following:

All transfer of cargo operations shall cease WHEN wind speeds reach 40 mph.

Disconnect all transfer hoses and loading arms WHEN wind speeds exceed 50 mph.

Smaller commercial vessels not restricted by draft, including fishing vessels, are urged to seek shelter outside the deep draft shipping channels and turning areas.

Agents for vessels with perishable cargos and crude oil must contact the Marine Transportation System Recovery Unit(MTSRU) with cargo offloading work schedule. Contact the MTSRU at 267-515-7294 for vessel movement.

Restrictions will soon be placed on all anchorages north of Anchorage 1 at Bombay Hook Point. Vessels currently in those anchorages or intending to use those anchorages must be immediately ready to move or make alternative arrangements as deemed necessary.

All local tug companies should have a list of tugs available for assistance prior to and after hurricane passage.

In the event that the COTP imposes limitations or restrictions, they will be broadcast on VHF-FM Channel 16. Additionally, notification will be forwarded to the Maritime Exchange and will be available as requested.

The U.S. Coast Guard will provide the earliest possible advance notification before further modifying Port Condition YANKEE or changing port operational status. Please refer to Homeport for additional information and checklists.
