The Mariners’ Advisory Committee for the Bay and River Delaware was originally called the Navigation Committee for the Delaware Bay and River. This Committee adopted Articles of Operation on August 31, 1964. They were modified October 26, 1964 and read as follows: Article I – The Committee shall be comprised of Master Mariners and River Pilots. Article II – The Committee shall concern itself with the safety of navigation with particular regard to large ocean-going vessels. In this regard, it will recommend safe drafts on the basis of experience in navigation and in the light of current channel information as published by competent authorities. The Committee shall make specific recommendations: A. To the local Army Corps of Engineers with regard to the extent, details and frequency of hydrographic surveys of the navigable channel. B. To the local U. S. Coast Guard, with regard to the number, location, type and characteristics of navigational aids. C. To the Committees existing in the area with regard to improvements which would be beneficial to navigation. D. To Bridge Authorities with regard to coordination between opening of bridges and river traffic. E. To channel users in general with regard to channel characteristics and limitations as they may affect safe navigation of vessels. Article III- Letters of notification stating why the Committee was formed, who it represents and what the aims of the Committee are, should be sent out by the Secretary to interested agencies and companies. Article IV – The navigation Committee shall meet at least quarterly, with thirty days written notice. If a meeting is requested in the interim, such notice of intention should be given to the Secretary at least thirty days prior to the requested meeting. This notice will include the agenda for the proposed meeting. |
