SUBMERGED OBJECT REMOVAL OPERATIONS AND SAFETY ZONE

The Captain of the Port, Delaware Bay, is notifying mariners of the establishment of a safety zone for the U.S. Army Corps of Engineers’ (USACE) operation to remove submerged objects within the Delaware and Schuylkill Rivers. Beginning on or about October 17, 2019, the USACE derrick boat ELIZABETH will begin submerged object removal operations on the Delaware River from Newbold Channel to Torresdale Range. The safety zone includes all navigable waters within 200 yards of the derrick boat ELIZABETH while the vessel is conducting object removal operations. Operations are anticipated to take place during daylight hours only.

Vessels may not enter, remain in, or transit the safety zone unless authorized by the COTP, the COTP`s designated representative, or if all of the following criteria are met:

• The transiting vessel contacts the derrick boat ELIZABETH via VHF channel 13 or 16 at least 1 hour prior to arrival to arrange safe passage.

• The transiting vessel maintains the minimum safe speed to reduce wake and maintain steerage.

• The transiting vessel maintains the maximum safe distance from the derrick boat ELIZABETH.
